Staff provided an approximate funding figure for District 3: about $570,000 total. If divided evenly across 16 counties, that would be roughly $35,625 per county, although staff warned the state could take administrative fees and use a population/age‑weighted funding formula. ‘‘We don't know exactly what this funding formula is going to look like,’’ one staff member said, and emphasized that the RFP will provide further details.
Board members raised fiscal and operational concerns: whether hospitals would be willing to absorb services, how mandated services would be defined under a rewritten Iowa code, and whether the county could sustain costs if more responsibilities were shifted locally. No formal application to lead the district was made by Winneshiek County during the meeting.
