The Water Resources Board approved Task Order Amendment No. 3 for engineering services on the full‑scale biosolids thermal dryer, authorizing $196,002.40 to cover additional instrumentation, structural, process and electrical design work. Valerie, a staff member presenting the item, said the amendment corrects an earlier memo and reflects work SSR performed beyond the original scope because of contractor nonconformance.
Valerie told the board the project is “about $21,000,000 into the $33,000,000 project” and that even after the amendment the design fee stays near 7% of construction cost. She explained SSR’s teams — instrumentation and controls, structural, process and electrical — provided extra quality-control and design support, and that staff have asked SSR to track nonconformance-related costs separately to support any future recovery from the contractor.
Board members asked about clawback opportunities; the chair said staff should pursue recovery from the contractor at project close where appropriate. A motion to approve the $196,002.40 amendment was moved, seconded, and passed by voice vote. Valerie indicated target production timing as the second quarter of 2027, barring unforeseen conditions.
