Commission adopts overnight-parking policy, repeals older ordinance and approves letters authorizing municipal towing

Glenn Thurston of the county attorney's office (speaker 6) presented a proposed policy to prohibit overnight parking on county property subject to exceptions and a pass system, and explained that correct signage and alignment with state statute would enable removal of unauthorized vehicles during plowing and other operations. He said the policy allows buildings and grounds to request towing and a pass system would identify permitted vehicles.
Commissioners voted to adopt Resolution 26-08 (policy on overnight parking), to repeal Ordinance 542 via Ordinance 645 where it conflicts with state statute, and to approve letters of agency granting Brigham City, Tremont and Garland police authority to tow and impound vehicles on county-owned properties in appropriate circumstances. Glenn Thurston said the letters simply clarify authority for municipal police operating on county property and that staff will prepare signage and a pass process.
