Administrator: county holds nearly $6M ARPA; nursing-home occupancy and landfill feasibility discussed

Administrator Reddington reported to the board that opioid steering committee meetings have started and payments have begun arriving since 2022. She said the county received just under $6 million in American Rescue Plan Act (ARPA) funds, with approximately $4.1 million still unallocated; all ARPA funds must be allocated by the end of 2024 and spent by the end of 2026.
Reddington also provided county nursing-home figures: Vernon Manor is at 60 beds and Vernon Acres at 17. She said Vernon Manor does not have a tax-levy amount in its budget. On landfill policy, Reddington said the feasibility study will be submitted to the Wisconsin Department of Natural Resources in August and that costs for the study so far have been covered by operational revenues; the board's flow-control committee decided not to enforce a flow-control ordinance and prefers voluntary municipal cooperation to send waste to the county landfill.
Supervisor Semke asked what census Vernon Manor needs to break even; Reddington said it was difficult to determine immediately and encouraged a special presentation on Vernon Acres after an audit is complete.
