License surcharge fund to be spent on Valley View Parkway extension, staff says

Staff presented the history and proposed wind‑down of the construction license surcharge, explaining the surcharge was created in 2000 and placed under moratorium by Ord. 18939 in 2018. Charles Harvey read a director’s summary and told the committee the fund balance is approximately $1,400,000; staff recommended using the remaining balance to finish the Valley View Parkway extension (project number 512001).

Committee members pressed staff on where prior expenditures had gone and on the moratorium's reporting obligations. Staff said easement and right‑of‑way disputes with Jackson County stalled the project, those matters have been resolved, and the city is now in the final stages of easement acquisition. "Once we expend the rest of this money ... then, yes, essentially, that will be us," staff said of the moratorium-funded account. The committee asked staff to email the director’s report and to prepare the required annual report for submission to council in October; members also discussed recommending leftover funds be directed into the street sales tax fund if council deems appropriate.
