Board approves state purchasing-card participation to consolidate county vendor charges

The Vernon County Board adopted Resolution 2023-23 on March 28 to participate in the State of Wisconsin purchasing-card program and to authorize the county's Finance Department to administer the program under an approved policy.
Finance Manager Bobbi Johnson told the board the plan would let the county close many existing vendor charge accounts and replace them with departmental procurement cards; the county would retain fleet fuel cards. Johnson said the policy is "not designed for every employee to have a card" and that the number of cards per department would be a controlling factor. She added that in an emergency the credit limit could be increased "in less than an hour," and that participating would produce a quarterly rebate issued as a cash-back check.
Supervisors asked under what conditions a department head or elected official could be denied a card; Johnson said denials depend on how many cards are issued in the department. The Finance Committee had already approved the policy and associated forms. The board adopted the resolution on a unanimous voice vote.
