Board adopts state-local opioid-settlement MOU allocating 70% to local governments

The Vernon County Board of Supervisors on March 28 adopted Resolution 2023-20 approving a Wisconsin state-local Memorandum of Understanding (MOU) to govern allocation of opioid settlement proceeds, and later adopted an addendum in Resolution 2023-21 to apply the same allocation structure to additional settlements.
The MOU specifies that 30% of settlement payments will be the State Share and 70% the Local Government (LG) Share and limits expenditures to abatement and remediation activities defined in the settlement documents. Administrator Reddington explained the resolution was advanced by the opioid steering committee and applies to one tranche of funds. The board approved both measures on voice votes with all present voting in favor.
The MOU references Wis. Stat. §165.12 for allocation authority and requires reporting to the Attorney General and Joint Committee on Finance if any portion of the LG Share is used to pay attorney fees. Administrator Reddington also told the board opioid settlement payments have begun to arrive since 2022 and that funds will be restricted for prevention, treatment and abatement uses.
What happens next: the county will receive distributions from the settlement administrator according to the MOU allocation framework and must ensure LG Share spending complies with settlement-approved uses. The steering committee and county staff will monitor incoming tranches and reporting obligations.
