The Box Elder County Redevelopment Agency convened on Dec. 18, 2024, opened a public hearing on a 2024 budget amendment and approved Resolution 24-03 to allow payment tied to completing a northern broadband project. Agency staff explained the item had been previously approved and that the funding is placed in both this year’s and next year’s budgets so the expenditure will occur once if contract terms are finalized.
During public comment, Deanna Hardy Brigham spoke against the redevelopment program and public–private partnerships, arguing they pick "winners and losers" and conflict with what she described as the Utah Constitution's principles. The agency then approved the budget amendment by voice vote, a staff member thanked "Stan" for his years of service, and the meeting proceeded to a clerk's office agenda item on a beer-license renewal.
