Logan Solomon of the Rutland Regional Planning Commission told the Pittsford Planning Commission on March 27 that changes in State statutes enacted in 2023 and 2024 have left parts of Pittsford’s 2019 zoning out of step with State law and need revision. He advised that where State law is ambiguous the RRPC has favored “the most permissive” interpretation to avoid litigation and said he would supply suggested bylaw text for the Commission to consider.
The issue matters for the town’s schedule and funding: Ann Reed told commissioners that zoning and subdivision bylaws must be completed by Dec. 31 to qualify for a related grant, and that the Town Plan must be approved by Feb. 6, 2026. Reed said completing zoning, subdivision and the Town Plan could give Pittsford a Tier 1b designation that would remove Act 250 review for certain projects. Commissioners agreed revisions are necessary but expressed concern about preserving the town’s character and the practical impacts of the changes.
