The Pittsford Planning Commission voted unanimously Dec. 5 to approve Application 24‑38, a proposed three‑lot subdivision of an 18‑acre parcel owned by Robert Lemieux (d.b.a. Bob’s Heating Service Inc.). Kevin Blow, interim chairman of the commission, opened the special meeting at 7:01 p.m. and said the commission would review the site plan and supporting permits before taking action.
Zoning Administrator Jeffrey Biasuzzi summarized the application and supporting materials (an Action Surveying site plan recorded as Slide #3362). He told the commission the proposal would create three new lots in addition to an existing Lot 1: Lot 2 (2.0 acres) with site improvements for well and septic access via Taylor Lane; Lot 3 (4.45 acres) with frontage and an historic access on VT Rt. 7; and Lot 4 (11.3 acres) accessed by Taylor Lane. Biasuzzi said the parcel split met Town zoning requirements and asked the applicant to confirm any necessary approvals from VTRANS for the Rt. 7 access.
Applicant Robert Lemieux said his Vermont‑licensed site designer had filed a Vermont wastewater (W‑W) permit and survey mylar for the subdivision. Lemieux told the commission he planned to sell Lots 2 and 3 after the subdivision was recorded. He also acknowledged that the site designer had not been aware that Pittsford's zoning ordinance (Section 1001, Site Plan Approval) requires Planning Commission review for three‑or‑more‑lot subdivisions.
Abutting owners Audrey and Jeffrey Miller told the commission the issued Vermont wastewater permit included an "over‑shadow area" that extended onto their property south of proposed Lot 2 and would restrict installation of a future water well in that zone. The record states that, after discussion, it was clarified that the encumbrance arose from Vermont wastewater isolation rules rather than from the subdivision approval itself.
Commissioner Donna Wilson moved to approve Application 24‑38; Commissioner Chuck Charbonneau seconded. The motion passed unanimously with all members present voting in favor. Commissioner Charbonneau then moved to close the public hearing and directed the zoning administrator to prepare a draft written decision for the Planning Commission's review and final determination; that motion also passed. The meeting adjourned at 7:40 p.m. The commission's next regularly scheduled meeting is 7:00 p.m. Jan. 23, 2025.
