County adopts overnight parking policy, authorizes police towing from county property

Box Elder County on March 25 adopted Resolution #26-08 to implement a new overnight-parking policy on county property and simultaneously adopted Ordinance #645 repealing the earlier Ordinance #542 related to snowstorm parking. The new policy prohibits overnight parking on county property except when the county grants written permission and establishes towing authority and signage requirements.
Deputy Attorney Glen Thurston told the Commission the policy will clarify prior confusion about enforcement and towing and allow the county to issue parking passes in specific cases. The Commission unanimously authorized Letters of Agency granting Brigham City Police Department and Tremonton-Garland Police Department authority to ticket, tow and impound vehicles on county-owned properties where appropriate. The Letters of Agency instruct officers to check for an issued overnight-parking permit (displayed on dashboards) before towing.
Ordinance #645 repeals Ordinance #542 and aligns county parking policy with state statute; the County Clerk will record relevant documents. Commissioners said the intent is to provide clarity and enforceability while permitting limited exceptions by county authorization.
