County leans toward Concept A for Western Loudoun Rec Complex; groundwater and traffic studies still pending

Planning staff updated the commission on the Western Loudoun Recreation Complex. Staff said five test wells were installed for a groundwater analysis but that final drawdown data were delayed by weather. "They still anticipate and are still planning for on-site water," staff said, and noted the county is leaning toward Concept A and plans to pursue special-exception approvals through the county process, which staff estimated would take about 12 months.

Staff added the county's consultant had provided a first rough draft of the traffic study but would not release it until final analysis; staff said a final draft is anticipated in four to six weeks. Commissioners pressed the county’s project manager role (through staff) on long-term maintenance costs and asked whether projected operating costs or potential revenue streams (for programs and facilities) had been developed; staff said the county had not yet shared a maintenance-cost analysis. Commissioners highlighted the importance of cost, operations, and traffic impacts when reviewing the town transportation plan and future referrals.

Staff said they will continue to monitor the county's special-exception schedule and the traffic‑study release and asked commissioners to participate in public review opportunities at the county level.
