Council approves plan development for 168-unit apartment project on East Beltway South with conditions

The council approved zoning case 2026-24 to rezone approximately 6.86 acres at 256 East Beltway South from general retail to a planned development district to permit a proposed 168-unit apartment complex.
Tim Littlejohn (speaker 10) presented the application and the recommended PD conditions, including required parking-island trees, a privacy fence on the eastern property line, wrought-iron fencing along East Beltway South, and ornamental trees along the frontage. Noting prior notifications, Littlejohn said Planning & Zoning recommended approval with those conditions.
Neighbors and one council member raised concerns that future TxDOT widening could remove landscaping or require rework; Council asked staff and the developer to consider the TxDOT plans in PD details. Councilmember 11 also proposed protections (trees/fencing) to preserve privacy for adjacent homes; staff and the agent (speaker 28) acknowledged the concerns and said they would work with the developer on specifics.
After discussion and minor clarifying language on tree placement and fencing, the council voted to approve the PD. The motion carried by affirmative voice vote. The PD conditions will be enforced through the plan-development process and subsequent site-plan and building approvals.
