Council amends sewer ordinance to allow metered-flow option for RV park agreements

The council approved an amendment to the sewer ordinance that will allow a metered-flow option for certain agreements where wastewater is pumped from an RV park or similar facility to the city's sewer system.
Matthew Dane, director of Water Utilities (speaker 16), explained the change was prompted by a large RV park on North End Elmdale that pumps sewer to the city's facility and has installed its own lift station. Because such facilities can meter flow, Dane said staff added a "0.333 option" to allow utilities to charge for actual metered flow rather than using design-based or water-use proxies.
Dane said the amendment provides a mechanism to set charges when measured flow is available and will be used in future agreements of that type. The council voted to approve the amendment on the meeting's agenda after a brief public hearing; no speakers opposed the change during the hearing.
