Council holds first reading on tract rezoning; staff clarifies floodplain shading and buildability

Councilmember Espinosa asked staff to clarify a large blue area shown on the tract exhibit for item 12 during the public hearing.
Tim Littlejohn (speaker 10) explained the blue shading denotes 100- and 500-year floodplain portions and that the red-lined areas are the floodway; he said some blue-shaded subareas could be developable with design, elevation certificates or fill and that city staff would work with engineers and the floodplain administrator to evaluate options. "It's possible," Littlejohn said when asked whether the blue portion could be built on, noting that mitigation and design measures would be required.
Derek Hood (speaker 25), who identified himself as a nearby resident, said Tract 2 appears to show little developable land and requested that Tract 2 remain zoned agricultural until more information about improvements is provided. The council approved the item on first reading and asked staff to return with more detailed information at second reading.
Because this was a first reading, no final land-use change was enacted at the meeting; staff will supply additional engineering and plan detail for council consideration at the second reading.
