Pittsford Planning Commission presses RRPC draft Enhanced Energy Plan for clearer data, invites author to follow up

The Pittsford Planning Commission reviewed a draft "Enhanced Energy Plan" from the Rutland Regional Planning Commission at its Sept. 26, 2024 meeting, pressing the plan author’s assumptions and data and agreeing to request an in-person follow-up. Chair Kevin Blow called the meeting to order at 7:18 PM; commissioners approved the agenda and the Aug. 22 minutes before beginning the substantive review.
Commissioners said the draft left several open questions: whether unbuilt solar projects included in target calculations could create a liability, how Omya’s onsite fuel mix (including natural gas) was treated in BTU and electric-use estimates, and whether statutory references (noted in the draft as "7b") were cited clearly enough for local review. Rick Conway and other members asked Mr. Gildrien for clearer source citations and for mapping that shows which proposed projects have only applied for permits versus which are constructed. The Commission concluded that these gaps were significant enough to justify inviting Mr. Gildrien back to explain the data and recommended simplifying the plan’s language and review cadence.
