Resident raises lot-count discrepancy in Granite Ridge Phase 5

A resident told the Willard City Council the recorded plat for Granite Ridge Phase 5 lists 32 lots while the master service agreement and prior approval indicate 25, and asked staff and engineers to recheck the approvals and water-turnover calculations.
Chad Call told the Willard City Council during the public-comment period that an apparent clerical or recording error changed the lot count for Granite Ridge Phase 5, creating discrepancies in approved open space and water-turnover obligations. He told the council the master service agreement and the number voted on showed 25 lots, but the recorded plat lists 32.
"The subdivision shows on the master service agreement there are 25 lots. 25 lots were voted on and approved. It had been recorded with 32 lots; something was overlooked," Call said, urging an engineering review. He also said the difference alters the square footage and open-space calculations and increases the number of lots for which water service must be transferred to the city by seven.
Mayor Travis Mote responded that city engineers and staff would investigate the reported discrepancy. City staff did not provide a timeline for the review at the meeting.
The issue was raised during the open comment portion of the Oct. 24 meeting rather than during a formal planning agenda item; the council did not take formal action beyond directing staff and engineering to review the matter.
