Councilman Windsor introduced the annual audit and the contracted firm Gilbert Stewart. A representative identified as Ron described the audit process—tests of cash, receivables, invoices, depreciation and compliance—and concluded with an unmodified (clean) opinion. "In our opinion, the financial statements referred to above percent fairly in all material respects," Ron said, explaining that the firm found the citys financial statements materially correct and in accordance with U.S. GAAP.
Council members asked clarifying questions about presentation of capital assets between governmental and business‑type columns and whether the council needed formal acceptance. After clarification from staff and a council discussion, a member moved that the council formally accept the audit report; the motion was seconded and approved by voice vote.
