Council schedules Aug. 11 workshop for water/wastewater, staff to present PFAS options and cost scenarios

Council members pressed staff for timetable and public availability of analysis on PFAS treatment options for the water system. Staff said they are "contemplating the temporary solution" and will provide costs and rate-scenario impacts at the Aug. 11 water and wastewater workshop; because the timing may not allow incorporation into the FY27 budget, a budget amendment could be required if council elects to proceed after the Aug. 11 discussion.
The council also discussed elements of the Stantec rate study; staff and finance said parts of the water-improvement (impact-fee) fund might be justifiable to pay certain project components but that an outright transfer into operating was not planned pending further definition. Finance staff and the City Manager agreed to return with a clearer legal/regulatory picture and with the consultant's options at the August workshop to allow public and council review before any formal budget changes.
Next steps: staff will present PFAS solution cost estimates, legal guidance on funding-permissibility and water-rate scenarios at the Aug. 11 workshop.
