City Manager outlines budget calendar, special millage meeting and no tax-rate increase for 10th year

The City Manager opened the council's second budget workshop by reviewing the remaining budget calendar and statutory deadlines, saying the council must set the proposed millage rate at a special 11:00 a.m. meeting to satisfy the county deadline and that staff recommends first and second public hearings on Sept. 3 and Sept. 17 respectively.
"As I mentioned last time... this is the 10th consecutive year that we are not proposing any tax rate increase," the City Manager said, noting staff's goal for the session was consensus on the general fund, special revenue, internal service and enterprise funds (excluding water/sewer, which will be discussed Aug. 11). The manager also recommended scheduling utility-rate resolutions for the Sept. 17 meeting to consolidate budget actions.
The calendar guidance is procedural: staff will present water/wastewater options at an August 11 workshop and bring the recommended millage and associated hearings to the council on Aug. 4 for formal scheduling. Councilors asked for operational details and staff said they would provide materials before the hearings and follow the statutory schedule for filing with the property appraiser.
