Box Elder County commissioners heard a staff briefing on proposed renewals for a cell-tower lease at the county fairgrounds and asked staff to keep negotiating rather than lock in a long-term deal.
The county attorney said the carrier proposed a 30-year lease that included a $15,000 signing bonus and rent that would remain $600 a month until 02/01/2030, then rise to $1,800 monthly; the carrier also sought a right of first refusal on any future sale or rental. The attorney described the draft as "an agreement to agree" and recommended continuing negotiations for clearer final terms.
Commissioner Summers and others noted the carrier's offer and discussed a shorter 15-year option and how a signing bonus would amortize across the term. Commissioner Summers said the carrier's earlier counter reduced the bonus to $7,500 under a 15-year option. Commissioners directed staff to present both a 15-year and a 30-year agreement for formal consideration at the Dec. 4 meeting rather than signing the presented document.
"My recommendation would be let's just keep negotiating, get a final agreement rather than agree to agree," the county attorney told the commission. The commission did not take a final vote and deferred a decision to the next meeting.
