Charlene, the county auditor, introduced the hearing and explained that changes in how host and administrative fees were historically calculated would justify transferring the funds to reimburse administrative costs the general fund has borne. During public comment, Deanna Hardy of Brigham opposed the transfer, saying the landfill should retain funds for equipment and operations and not be tapped to pay general government costs. The commission responded that the transfer is intended to have the business enterprise (the landfill) pay its fair share of county administrative services to avoid shifting those costs to taxpayers.
Commissioner Bingham moved to approve Resolution 24-16; Commissioner Summers seconded. The motion carried unanimously.
