Pepco executives outlined technical causes and repair timelines for three 2025 incidents. "The manhole at 2100 M Street Northwest was last inspected on 07/20/2023...the fire and resulting outages were determined to have originated from an underground cable fault," said Sam Williams, Pepco’s vice president of electric operations. He reported that crews replaced approximately 3,000 feet of primary and secondary underground cable after the February incident and replaced about 6,100 feet of underground cable following July faults at the 22nd Street substation.
Pepco described limited on-hand generation capacity and the use of mutual-aid agreements to bring additional generators to the District: PHI family assets and contracted units provided about 9 megawatts of deployable generation, according to Nigel Rosser. Pepco explained it sometimes places generators to relieve substation load (to preserve overall grid stability) rather than to restore single master-metered buildings if physical configuration or low-voltage wiring prevents safe or rapid hookup. The company committed to provide the committee with documentation on generator inventories, deployment criteria and timelines.
