Staff outlines water and wastewater CIP work, Manville pipeline study discussed

City staff updated the council on water and wastewater items in the CIP and flagged a pending study with Manville to examine a dedicated pipeline that could move roughly 2 million gallons per day to the city. Staff said building a dedicated line internally would be roughly estimated in the tens of millions; an external Manville connection could lower costs but requires the companys study and agreement.
"They could potentially move that water to us through their system," a staff member explained of the Manville study, adding the citys earlier estimate for building a pipeline internally was substantially higher. Council and staff agreed to keep major water/wastewater projects on the CIP to preserve impact-fee and reimbursement options while the Manville study proceeds.
Staff also described the Cottonwood Creek interceptor and the central-wastewater bypass options; several projects are already funded in the coming two years, and the city noted substantial capital will be required for remaining phases.
