Huttos council and planning commission voted to reprogram a bundle of transportation projects into year 5 (2030-31) of the CIP and to mark several as blue (development- or sponsor-funded). The package included changes for projects labeled T23, T24, T25, T28 and T29, among others; staff will annotate the official CIP spreadsheet to reflect the changes and to note developer participation where applicable.
"You either gotta take it completely out of year 1, 2, 3, 4, move it to 5 or not do it at all," staff explained the procedural constraint. Council member (voice 1) made a single motion to move the named projects into year 5 and to change status for some items to blue. The clerk called the roll; the recorded vote on the motion was 7-0 in favor.
Council members emphasized retaining projects on the CIP (even if pushed to year 5) to preserve eligibility for impact fees and to inform developers and planners of long-term expectations. Staff was directed to prepare the annotated list for the formal council meeting in July for any year-to-year adjustments.
