Savard told council the commission recommended adding a holdover provision to require a special election when a vacancy exceeds one year, clarifying that a quorum of four should not require five votes to conduct business, and tightening bond-refunding language. He said clerical updates — such as correcting instances of “City of Huddot” to “City of Hutto” and standardizing percentage notation — were also proposed. "In our charter currently, it says 4 of you constitute a quorum, but it takes 5 of you to vote," Savard said, arguing that the language should be corrected so council action and meeting thresholds align.
Council members asked about deadlines and whether the proposed items could appear on the November ballot; staff and council said they would refine wording and return recommendations, noting an August deadline for ballot placement. City Secretary Laura Hallmark confirmed the timing for ballot actions would be the second meeting in August. The council did not finalize placement tonight and will consider language and deadlines at a future meeting.
