Summary
Between March and July the board approved several preliminary and final plats (Oamek, Loess Hills Acres, Hawkeye Estates, Legacy Ridge Phase 1, Wonder Ridge Replat, Schultz) and moved to amend the Heartland Ridge urban‑renewal area (now Legacy Ridge) with a public hearing set for July 28 on a TIF‑backed development agreement.

Pottawattamie County supervisors advanced multiple land‑use items in early 2026, approving preliminary and final plats and initiating an urban‑renewal amendment and tax‑increment financing process for a subdivision project.
Notable approvals: the Planning & Zoning Commission’s recommendations led the Board to approve preliminary plats for Oamek, Hawkeye Estates, Wonder Ridge Replat, Schultz Subdivision and Legacy Ridge Phase 1, and to accept final plats for Oamek and Loess Hills Acres. On July 14 the Board approved preliminary consideration for Legacy Ridge Phase 1; related urban‑renewal work included a resolution to repeal an earlier TIF ordinance and to set a public hearing on an amendment to the Heartland Ridge/Legacy Ridge Urban Renewal Plan (Resolution No. 47‑2026) with consultation and notification steps listed (the Board named staff liaisons for consultation with the local school district). The board also authorized Dorsey & Whitney LLP to prepare and review amendment and development agreement documents for JJHP, LLC.
Votes were recorded at second readings where required, and public comments were taken at hearings. The Board’s action begins the statutory consultation and notice processes required by Iowa Code Chapter 403 before a TIF/urban‑renewal agreement could be finalized.
