Floyd County EMA presents FYE 2027 budget and opts to assume 2026 EMPG funding

EMA Coordinator Jason Webster presented the proposed fiscal year ending (FYE) 2027 Emergency Management Agency budget on Feb. 3 and told the commission the ending fund balance is maintaining and no longer trending downward. Webster explained the draft includes routine increases for FICA, IPERS and insurance and a proposed 3% wage increase for the coordinator; he said he would accept whatever the county ultimately approves.
Webster reported there have been issues with FEMA Emergency Management Preparedness Grants (EMPG): the 2025 EMPG “had been held up in litigation at the Federal level but has since been released,” and the availability of 2026 EMPG remained uncertain. The commission discussed two submission options and chose to submit the FYE 2027 budget anticipating that the 2026 EMPG will be received; Webster said he will apply for the grant accordingly. The draft also reflects a $600 reduction from not renewing an annual Zoom license. The commission set a public hearing on the proposed budget for Feb. 16, 2026 at 4:00 PM in the Emergency Operations Center (motion by Hassman, second by Engelhardt; passed unanimously).
