County awards major Tamarack Road resurfacing contract and approves multiple road agreements

The board accepted a low bid from Western Engineering Company, Inc. for project FM‑C078(213) – 55‑78—HMA resurfacing on Tamarack Road from Railroad Highway to Highway 59—awarding the contract for $4,848,233.33 under Resolution No.19‑2026. County Engineer Andy Wicks and staff were authorized to execute the associated contract documents upon receipt of required bonds and insurance.
Separately, in January the board approved an itemized right‑of‑way maintenance agreement with the City of Council Bluffs (Resolution No.11‑2026) that lists 25 numbered roadway segments (Wabash Avenue, Harry Langdon Blvd, Valley View Drive, 192nd Street, etc.) and assigns snow‑removal and maintenance responsibilities by specific segments. The agreement also describes how major reconstruction will be handled under separate agreements.
At later meetings the board adopted a series of traffic‑control resolutions adding stop and yield control at specific intersections (e.g., 230th & Chestnut; Hackberry & Gilliat; Juniper & Weston; Sycamore & 298th) after engineer recommendations. The county also approved perpetual and temporary easements in Underwood for trail construction adjacent to the Secondary Roads Maintenance Facility (Res. 17‑2026).
