County approves Creekside Meadows Brownfield plan to support 149 housing units

The Roscommon County Board of Commissioners voted on May 27 to adopt Resolution 2026-05-01 approving the Creekside Meadows Brownfield Plan, a redevelopment proposal that the county says will support 149 residential units, including 30 units targeted at households earning up to 120% of the county’s area median income.

At a public hearing before the vote, resident Dan Fishall asked how the property had been designated a brownfield and said the site (about 40 acres along Yale Road, Section 18) historically was farmland. Mac McCullough, consultant to the Brownfield Redevelopment Authority, explained state law changes and the mechanics of tax-increment financing under the Michigan Brownfield Redevelopment Financing Act (Act 381), saying the tool can capture future incremental taxes to reimburse infrastructure costs (for example, sewer lift stations) rather than providing upfront grants. “Without this TIF incentive, the project doesn’t move forward,” McCullough said, arguing the plan brings state tax capture and financing that would otherwise not be available to the village.

The resolution text cites Act 381 and finds that the plan meets statutory requirements including eligible activities, estimated captured taxable value, and financing method. Commissioners moved, seconded, and carried the resolution by roll call. The Brownfield Authority and local township and village bodies had previously reviewed and concurred with the plan, and the presentation noted the DDA agreed to forego local capture to support the project.
