Facilities Capital Project Manager Tom Boege told the Board the HHVS roof had exceeded its service life and described a project scope including removal of obsolete utility stacks, covering a smoke hatch and inspecting insulation. Because wet insulation extent is unknown, insulation replacement was quoted as time‑and‑materials (about $4.00 per square foot); a full replacement would cost about $37,000 but is not anticipated.
Staff presented contractor quotes: Thelen Heating and Roofing Inc. $89,000; McDowell Company $125,777; The Jamar Company $156,400. Engineer’s estimate (excluding design costs) was $109,000. Commissioner Rick Haaland moved to award the contract to Thelen Heating and Roofing Inc. for $89,000; the motion passed unanimously. Funding will come from the Capital Improvement Projects Fund.
