Health, Human & Veteran Services Director Brian Buhmann and TipCo CEO Andrea Tipping briefed the board on EVA, a suite of tools designed to automate eligibility and routine client communications. EVA components described include EVA Phone (24/7 virtual assistant), EVA Companion (knowledge base for staff training and policy consistency) and EVA R&R (automated recitation and recording of Rights and Responsibilities with audio signatures).
Buhmann and Tipping reported first‑year costs of $37,050 (including setup) and second‑year costs of $28,402. They said the services qualify for Minnesota state reimbursement; early billing by Sept. 30, 2026 would secure a 50% reimbursement for Year 1 (reducing the county’s effective Year 1 cost by $18,525), while later billing would yield a lower reimbursement. Commissioner Scott Bruns moved to approve the proposal and to complete procurement prior to Sept. 30 to secure the higher reimbursement; the motion passed unanimously.
The board’s approval directs county staff to finalize the agreement with TipCo and pursue state reimbursement as described.
