La Plata council adopts unified bylaws for nine advisory boards

The La Plata Town Council voted to adopt Resolution 26-41 on July 28, 2026, formalizing a unified set of bylaws for nine town advisory boards and commissions.
Staff described the bylaws package as a model framework tailored to each body and urged council that adoption would standardize membership, meeting procedures, officer roles, public participation and conflict-of-interest rules. "We've developed a model bylaws framework applicable to all 9 town boards and commissions," staff said during the presentation. The council moved the resolution and the motion carried.
Councilmembers asked questions about training, how current members would be notified, and whether existing board rules of procedure would remain in force. Staff said the bylaws would be distributed to all board and commission members and offered to create a simple acknowledgement of receipt if council desired. The SOP presented alongside the bylaws formalizes a rolling online application process, quarterly closed-session interview cycles and a single open-session appointment action on the same date as interviews.
The bylaws now in effect cover the Board of Appeals, Board of Supervisors of Elections, Design Review Board, Ethics Commission, Finance Committee, Historic Preservation Commission, Parks & Recreation Advisory Board, Planning Commission and Sustainability Advisory Committee. Councilmembers said a standardized, durable policy would provide clearer expectations for volunteers and help new appointees onboard more quickly.
Staff action items: staff will post the adopted bylaws and related training materials on the town's boards-and-commissions web page and prepare an acknowledgement form for council consideration.
