Winona County EDA elects officers, welcomes two new board members

The Winona County Economic Development Authority unanimously elected Jim Vrchota as President, Kyle Rupprecht as Vice President and Lew Overhaug as Secretary/Treasurer at its March 26 meeting. The votes were taken by motion and were recorded as unanimous.
During introductions, new members Charlie Havener and Terry Olson described their professional backgrounds. Havener, a retired process engineering manager formerly with Johns Manville Corporation, noted he lived in Mexico for 14 years before returning to Winona. Terry Olson said he grew up locally, graduated from Winona State University and has a background in financial advising and prior experience at the U.S. Military Academy and in large cities.
The board accepted nominations and confirmation of officers during the regular meeting; Overhaug outlined the Secretary/Treasurer role as primarily administrative and responsible for coordinating minutes with the Winona County Finance Department. Havener and Olson volunteered to join the EDA Loan Committee, citing relevant financial and business experience.
The EDA will maintain the new officer slate for one-year terms with no limit on consecutive terms. Members were asked to participate in upcoming committee work and preparatory items ahead of the April meeting.
