Town Manager Suzanne Harvey asked the council to approve submitting two Congressionally Directed Spending (CDS) requests: $1.3 million toward a new ladder fire engine and funding to support water-meter upgrades.
Harvey said the ladder truck request is intended to replace an aging apparatus and that a new truck would protect public safety and the town’s ISO rating, which affects local insurance costs. Harvey described an estimated local match of $200,000–$300,000, making an expected total purchase price of about $1.5 million.
Because of differing submission rules in the House and Senate, Harvey explained she submitted a retroactive request to Congressman Ciscomani (House) and asked permission to submit the request also to Senator Mark Kelly (Senate) to increase chances of funding. She asked the council to prioritize the fire engine request over the water-meter upgrades; council approved the submissions and the prioritization unanimously.
Harvey cautioned that CDS awards require subsequent USDA or other program steps (including matching requirements, grant compliance and procurement) before funds would be released and vehicles ordered.
