Huachuca City reports $231,000 midyear surplus; landfill fund flagged for reimbursement

Ruben Villa, presenting the town’s financial report through Jan. 31 (59% of the fiscal year), told the Huachuca City Council the town’s unaudited figures show revenues exceeding expenditures by $231,000 overall.
"These numbers are unaudited and are subject to change," Villa said, adding that most funds are within budget but that the landfill fund remains a concern. He said anticipated GADA (Congressionally-Directed) grant reimbursements will be amortized over 10–15 years and will free dollars in the landfill fund for other uses.
Villa said sales-tax receipts account for the largest general-fund revenue source and that ongoing construction on State Highway 10 and a reporting lag for December collections likely explain some variance; he said staff expects adjustments when state reporting catches up.
Councilmembers agreed to review line items that exceed budget during the upcoming budget process and to request staff bring concerns forward if they arise before the audit. No formal budget decisions were made at the meeting; the report was informational and accepted for the record.
