Staff said they included the possibility that a facilitator could be asked to draft documents but did not commit to it; if costs make that impractical, city staff will provide drafting support.
Members suggested candidate sources including regional university facilitator lists and previously used state facilitators for strategic planning; staff said the committee could extend or reopen the posting window if sufficient candidates do not respond by the close date. "It was posted the 16th, which was lightning speed in city business... It closes on the 29th," staff said when describing the RFP timeline.
