Town Manager Suzanne Harvey told the council the procurement code has not kept pace with current prices and recommended lowering administrative burdens for smaller, budgeted expenditures. She suggested replacing mandatory RFPs for projects over $10,000 with a three-quote requirement and empowering the Town Manager to approve emergency expenditures up to $35,000.
"The code has not been updated in years... We should require 3 quotes, but not an RFP," Harvey said, adding that the Town Manager should be able to approve emergency expenditures up to $35,000. Town Attorney Thomas Benavidez concurred, and Mayor Wallace directed staff to return with a draft ordinance at the next meeting.
