Huachuca City to implement online preapproved housing-plan program to comply with SB1529

The Huachuca City Council voted Jan. 22 to direct staff to begin the code changes necessary to implement an online preapproved housing design-plan program (Option B) to comply with Senate Bill 1529, enacted in 2025. Town Attorney Thomas Benavidez explained the state mandate and Dr. Jim Johnson presented two compliance paths: hire architects to produce permit-ready plans (Option A) or create an online library to accept preapproved plans, including plans preapproved by other municipalities or state agencies (Option B). The council accepted staff’s recommendation for Option B and the motion was moved by Johann Wallace and seconded by Cynthia Butterworth; the motion passed unanimously.
Under Option B the town would create an application and online listing of preapproved housing design plans; architects could submit plan sets for staff pre-review, pay plan review fees, and, if deemed compliant, have the plan added to the town’s online library for property owners to select. The minutes record that staff recommends the program approach as the less costly method of compliance; the council’s directive initiates code changes but does not record procurement or vendor commitments.
