Staff explains municipal water pollution prevention audit reports and sampling schedule

During the agenda review, Mary said the packet includes "14 municipal water pollution prevention environmental audit reports for 11 systems in districts 1, 3, 4, 5, 7, 9, and 11." Councilman Phillips asked whether 'review' meant utilities had reviewed the reports. Chris, a utilities staff speaker, confirmed that utilities review the reports to identify trends, plant age and condition, and whether there are SSOs or other compliance issues.
Phillips asked whether a negative test result required formal action. Chris replied that MWPP reports focus on plant operation and structure while the water-quality testing (effluent/influent) is filed with the state monthly or quarterly depending on permit requirements. "We do pull samples on all the plants at least monthly," Chris said, adding that frequency can increase depending on permit conditions. He also noted that bringing low-flow plants back into active permitting required filing for the relevant years (2023 and 2024) to meet permit compliance.
