Council OKs $584,057.90 Connor Construction contract for 72nd Avenue sidewalk and waterline

City engineer Al Litton presented the 72nd Avenue sidewalk and waterline project and the council authorized the mayor to sign a construction contract with Connor Construction for $584,057.90.
Litton told the council the project will add a continuous sidewalk along the west side of 72nd to connect to existing sidewalks near the high school, add a mid‑block crossing, curb ramps, curb and gutter and a water main loop with hydrants and a service connection. He said the city received Transportation Improvement Board (TIB) funding covering about 85% of the sidewalk portion — approximately $392,000 — and that 11 bids were received. "Low bidder was Connor Construction at $584,057.90," Litton said.
Council members questioned components of the bids, particularly traffic‑control line items and schedule. Litton said the earliest construction start is June 20 to avoid school conflicts and that the contract allows 40 working days for completion. Councilmember Bergman moved to award the contract and Councilmember Hicks seconded; the voice vote carried unanimously.
Staff said financing will use multiple city accounts and grant offsets; Litton acknowledged he would clarify which specific accounts will be charged and how the grant reduces the city's out‑of‑pocket cost.
