Council approves design contract for IS4 Irvine Slough lift station to reduce downtown flooding

The Stanwood City Council approved a professional-services agreement to finish design work for the IS4 (Irvine Slough Stormwater Separation) lift-station Phase 2 project, authorizing PACE Engineers to complete final design for $107,896.50.
Staff explained IS4 is a multi-phase effort to separate stormwater and reduce downtown inundation by moving water into the slough and then out toward the bay. The Phase 2 design will include lowering pipes and installing pumps near 92nd Avenue and SR 532 (the Green Planet strip near Mod Pizza) to provide pumping capacity when gravity discharge is blocked by high tides or flood events. "This is a proposed lift station on 92nd and SR 532," staff said, noting the project will increase downtown capacity to move water out even when the slough is high.
Council members reiterated the project's long-term nature and funding strategy; staff said the project had received a $1,000,000 Floodplains by Design grant and that additional phases will depend on this lift station to enable future pipeline connections. The motion to sign the PACE Engineers agreement passed unanimously by voice vote.
