Resident urges Stanwood to adopt outdoor‑art rotation and selection rules

"I think Stanwood is somewhat vulnerable to this issue of outside art with artists planting their art in a certain location and then staying there forevermore," Richardson said, and she recommended a rotation policy so permanent installations do not occupy the same space indefinitely. She cited examples in other cities and offered to share municipal code language with the city attorney.
Richardson also raised a second question about who decides which pieces are placed in public locations and suggested that an independent or external selection process can improve fairness. "They hired an outside firm ... to make decisions about how art placement is going," she said of one municipality she cited.
Council members thanked Richardson for raising the issue and asked staff to share relevant information. The council did not take formal action on the topic during the meeting; Mayor and councilmembers encouraged staff and the public to exchange municipal-code examples and follow up by email or future agenda if council direction is desired.
