"When we prepared the budget for 2026, this was based on what we thought we would begin the year with... now that the audit is over from fiscal year 2025, we know exactly what the beginning fund balance is as of 01/01/2026," Annie said. She showed an example for the general fund: the original beginning balance estimate was about $15,600,000 and the amendment increases available budget by roughly $58,000, bringing available general fund cash to about $72,000.
The amendment applies across funds to align budgeted beginning balances with audited figures. Council discussion during this item focused on confirming that the change is an audit true‑up rather than a new revenue source; no separate vote was recorded on the amendment at the meeting beyond the later referral motion for the package of budget items.
