Council authorizes $65,446 contract for Hardin Gym demolition after bid concerns

The Mexico City Council on July 27 voted to authorize the city manager to sign contract documents with Donaldson Excavating LLC for demolition of the former Hardin Gym at the Pressler Performing Arts Center, at a total project cost of $65,446.
Public works director Drew Wilford told the council staff opened bids on July 7 and received seven responses. The apparent low bidder was JT Holman General Construction and Excavating of Macon, Missouri at $38,000, but Wilford said staff had prior performance concerns about that contractor and therefore recommended awarding to the second-low bidder, Donaldson Excavating LLC, at $65,446. Wilford said the project is covered by a Community Development Block Grant and that the 20% local match would be paid by the Pressler Performing Arts Center’s board.
Council moved and seconded the resolution to authorize contract execution and voted to pass it. No council member requested an extended public procurement review during the meeting; a member of the public later contested the bid decision during the public-comment period.
