Clermont County temporarily lowers dog adoption fees to ease kennel overcrowding

The Clermont County Board of Commissioners voted Sept. 24 to temporarily reduce the county-imposed dog adoption fee for dogs older than 12 months to $60 for adoptions made from Sept. 24, 2025, through Oct. 31, 2025. The board adopted Resolution No. 153-25, citing Section 955 of the Ohio Revised Code, after hearing that the county kennel was caring for an unusually high number of animals.
Kiarah Swartz, Kennel Administrator, reported there were 44 dogs on site, 43 of which were described as large, and reviewed recent adoption events and a volunteer orientation scheduled for the coming Saturday. Swartz asked the board to lower adoption rates temporarily “to help alleviate the unusually high number of dogs being cared for, fed, and housed.” The board approved adding the resolution to the agenda and adopted it in a unanimous roll-call vote (Commissioners Batchler, Corcoran and Painter voting yes). Commissioner Bonnie J. Batchler also recommended bringing a dog to weekly Sessions to promote adoptions.
The resolution’s effective window runs through Oct. 31, 2025. Kennel staff also noted volunteer training and FEMA certification that allow them to assist during disasters. The action is administrative and limited in duration; no new recurring appropriation was authorized in the text of the resolution.
