Clermont County signs cybersecurity MOU, approves Microsoft Teams phone rollout and elevator emergency call system

The board authorized an MOU with the University of Cincinnati/Ohio Cyber Range Institute for the O-PCI cybersecurity program, approved a change order to implement Microsoft Teams Voice (MSTV) countywide at no cost, and executed a five-year Analog+ elevator emergency calling contract not to exceed $60,120.
The Clermont County Information Systems Department presented three technology items on Aug. 13, 2025. The board executed a Memorandum of Understanding with the University of Cincinnati on behalf of the Ohio Cyber Range Institute to participate in the Ohio Persistent Cyber Improvement (O-PCI) program at no cost to the county.
The board also approved Change Order Number One to the statement of work with CBTS Technology Solutions LLC to implement Microsoft Teams Voice (MSTV) calling for county phone services at no additional cost, effective upon execution. Chris Davis, director of the Information Systems Department, provided an update on the county's switch to the Microsoft Teams phone system.
Separately, the board executed a services agreement with CBTS (via Cincinnati Bell Inc.) for the Analog+ Elevators Emergency Calling Solution to provide two-way VoIP calling with cellular backup for county elevators at a rate not to exceed $60,120 over five years, contingent on release of the required purchase order.
