Commissioners amend levy language for mental-health and children-services levies for 2026 ballot

The Clermont County Board of Commissioners adopted two resolutions amending prior levy language so the Mental Health and Recovery Board (MHRB) and Children Services levies can proceed to the ballot. Resolution 121-25 amends prior language for a renewal levy of 0.75 mill (effective rate described in the record) for five years to be placed on the 2026 tax duplicate for first collection in 2027. Resolution 122-25 amends the Children Services request to proceed with a renewal of 0.80 mill plus an additional 0.20 mill for a five-year period, to be placed on the 2026 tax duplicate and collected beginning in 2027.
Ryan Spitzer, attorney with Isaac Wiles Law Firm, explained that an April change in Ohio law affected the levies’ earlier drafts and required inserting special language so the requests comply with new statutory requirements. Clerk Gael Fawley also noted the state-law change and its effect on the prepared resolutions. Roll-call votes were recorded for both resolutions; for Resolution 122-25 Commissioner Corcoran voted No while Commissioners Batchler and Painter voted Yes.
