City reports permitting delay on dike project; Snow Goose Festival scheduled

City staff updated the council on Feb. 26 that the Dike project has encountered permitting delays after a submission to Sonoma County’s online portal did not register and sat unprocessed for about six weeks. Staff said county contacts have now expedited the application but that federal permits are still required and timing remains uncertain.
A staff member explained the problem: the permit submission experienced a portal glitch and was not visible to county reviewers until staff called to inquire. "We lost six weeks," the staff member said, and added that federal permitting remains a critical path item; the city hopes construction can start this summer if approvals are secured.
Separately, staff announced the Snow Goose Festival will take place Saturday at the Floyd from 9 a.m. to 4 p.m., including displays, speakers, bus tours and children’s activities.
The council asked staff to keep members apprised of permit status and any anticipated impacts to project timing or budgets; no funding changes were reported at the meeting.
