Adam Fletcher, director of community development, reminded council that items 7e–g were reconsiderations after a June 9 hearing and summarized the application for 1340 South Main Street: a proffer amendment to allow 26 total units (maximum six two-bedroom units), up to 5,000 square feet of nonresidential space, no parking between buildings and South Main Street, no vehicular access to Edgeline Drive, a 6-foot opaque fence along Edgeline, a 150-foot setback from shared property lines for structures (excluding dumpster enclosures) and commitments to plantings and to reconstruct a curb ramp at the NE corner of South Main and East Weaver to meet accessibility standards.
Fletcher said planning staff and the planning commission recommended approval. Council members expressed concern about traffic impacts in an already 'boxed in' neighborhood and asked staff to pursue mitigation studies and small-area treatments with Public Works. The motions to approve the rezoning and the multifamily special-use permit carried on roll call; Council Member Robinson recorded a Nay on multiple votes. A separate motion to approve the special-use permit for retail, offices and restaurants initially failed for lack of a second but later passed on a subsequent motion and roll call.
